For a financial-services operation that belongs inside the DIFC perimeter — and the perimeter question is a real one, decided by where the entity sits and what it does — this is the applicable rulebook, not the others.

Most of the confusion in this market comes from collapsing three regulators into one country name. Guidance written for ADGM's FSRA does not apply here, VARA's rules govern a different perimeter again, and the federal SCA context is different from all three. We found no reliable public cost figures for DIFC tokenisation work, and we would rather say so than repeat a number quoted for a neighbouring regime.
